Carlos Carrasco
Carlos Carrasco is a partner in the Energy, Power and Natural Resources Practice Group in the San Antonio office of Haynes and Boone. He represents electric cooperatives, retail electric providers, renewable energy generators, and energy storage developers in a variety of energy transactions and electric power regulatory matters in the Electric Reliability Council of Texas (ERCOT) market, with a focus on proceedings before the Public Utility Commission of Texas (PUCT).
Carlos has assisted clients in transactions and regulatory matters involving renewable energy projects including utility-scale solar, wind, and energy storage projects. Carlos has assisted clients in the negotiation of Qualified Scheduling Entity (QSE) agreements, energy management and services agreements, interconnection agreements, and a variety of long-term power purchase and sale agreements including Edison Electric Institute (EEI) and International Swaps and Derivatives Association (ISDA) Master Agreements for hedging and power trading. He also advises clients on PUCT, ERCOT, and Federal Energy Regulatory Commission (FERC) regulations and requirements and on wholesale transactions and operations in the energy-only ERCOT market.
Prior to joining the firm, Carlos worked at the PUCT in the agency’s Commission Advising division where he analyzed legal and policy issues and provided oral and written recommendations to the Commission on contested cases before the State Office of Administrative Hearings (SOAH) regarding electric and water utilities.
